In the Technion, at least, one can get a four-year Computer Science degree. That is, in fact, the international standard for a Bachelor's degree in Computer Science. The three-year program seems to me as an anachronism, left from the time that Computer Science was, in most places, just a specialization in Mathematics. (While the more hardware-oriented bipart, Computer Engineering, was usually a specialization in Electrical Engineering)
