The problem is with the English language.

There are 2 thing the word "theory" can be used to describe:

a whole section of a science, like probability theory, or quantum theory.

and also a part of the scientific method, involving an idea that is later tested and verified.

the latter meaning is also known as Theorem in mathematical fields, but a theory is experimental sciences.
