As was mentioned in an earlier discussion, this refers to moving populace by force. The settlers were not, as far as I know, moved there by force, by far.

"... The Occupying Power shall not deport or transfer parts of its own civilian population into the territory it occupies..."

There you go. "The Occupying Power shall not _deport_ or _transfer_" (my emphasis) - which is not the case with the settlers.
