Interesting but I'm not sure I agree with everything
1st, art should be called art only when created as art (you don't want to put an "art" tag on every other sweet baby picture...)
Personally, I totally separates fine art with art since the definition is getting too complicated
For my opinion, a good art work should not only send a message or emotions, but should have a quality (good craftsmanship, technique or a brilliant idea)
In old days, aesthetics and some codes had to be included in any art work, it was limited in modern terms but at least had a definition, now in modern art, a good statement or idea is enough (there goes fine art...:-) so when looking for art, make sure that the next undefined piece of junk you are looking at, does have a good statement or idea, since if it also doesn't make an emotion storm in your brain, it's obviously just a piece of junk:-)
