Cusco, the inca capital, has very narrow streets that were not built for two-way transport.
Many times in the last week I saw taxis stuck (both directions in the street).
Never, but NEVER, I heard the taxi drivers use their horn in such cases.
The same is in congested Lima. While cars try to push into every possible place, they don´t horn.
There is no counter, either, but the prices are low. The only high price is from Lima Chavez airport to the city (10 dollars).

About Israel, from my experience it is better to ban regular taxis if you can, and use only service taxis.
